Program Promotion
Naval Station San Diego. Naval Station San Diego, the largest naval base on the West Coast, used effective promotional strategies to raise awareness about the installation's affirmative procurement program among the 37,000 personnel stationed at the base. In 1996, the Naval Station hired a full-time marketing and procurement specialist to coordinate the APP. Using promotional strategies such as distributing affirmative procurement fact sheets and environmental product guides, giving affirmative procurement presentations, and conducting surveys, the specialist was able to effectively bridge the gap between the environmental and supply departments and improve compliance with RCRA and the executive order.

The Naval Station has also hosted product expos to increase awareness about recycled content product offerings. The November 1997 Recycled Product Expo featured more than 20 vendors and attracted 430 Department of Defense personnel. Additionally, the Naval Station's Recycling Center provides 100-hour internships to local high school students to involve them in "buy recycled" training and closed loop recycling project.
