CEQ and DOE Promote Greater Use of Energy Savings Performance
Contracts: On August 3, 2007 White House Council on Environmental Quality Chairman James L. Connaughton issued a memo to Federal Heads of Agencies calling for a dramatic increase in Federal use of ESPCs as one tool towards helping meet our energy-related goals. Executive Order
13423 and EPAct 2005 call for greater use of ESPCs in the Federal government.

New Region 5 Sustainability Network is Launched Partners from the Federal Environmental Executive, Department of Defense, the Army, Michigan Department of Environmental Quality (DEQ) and other state and federal agencies formally agreed to promote and facilitate sustainable principles and practices by chartering the Region 5 Sustainability Network on April 25, 2007.

Federal Programs Honored at the White House for Environmental Achievements Federal employees representing Federal Departments and Agencies from across the United States and abroad gathered today at the Eisenhower Executive Office Building, in Washington, DC to accept awards for their commitment to environmental stewardship. The awards presented today are signed by the President, and are part of the White House “Closing the Circle” awards program continued under the new Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management.

Executive Order 13423
Implementing Instructions
On March 29, 2007, CEQ Chairman
James L. Connaughton issued to heads of agencies the final Implementation Instructions for Executive Order 13423, "Strengthening Federal Environmental, Energy, and Transportation Management." These instructions, to be considered as mandatory requirements by the agencies, explain in more detail the specific tasks and milestones expected towards successfully meeting the goals of the EO. “This document will provide significantly more detail to the agencies in regard to expectations and interim requirements as we strive towards meeting the goals of the EO”, said Federal Environmental Executive Edwin Pinero. Additional instructions and guidance will be issued as needed in the future to further facilitate meeting the goals. It is also expected that over time this document will be updated to reflect new practices and technologies appropriate to meet the EO goals.

President Bush Issues New Executive Order On January 24th, 2007, President George W. Bush signed the Executive Order, “Strengthening Federal Environmental, Energy, and Transportation Management.” The order sets goals in the areas of energy efficiency, acquisition, renewable energy, toxics reductions, recycling, renewable energy, sustainable buildings, electronics stewardship, fleets, and water conservation. In addition the order requires more widespread use of Environmental Management Systems as the framework in which to manage and continually improve these sustainable practices. "This is a timely and strategic step forward, building upon the many and notable accomplishments of the Federal community. As a result, we will be more efficient and effective in meeting our mission, while at the same time leading by example in the areas of environmental and energy stewardship", said Edwin Pinero, Federal Environmental Executive.
